Is There a Lack of Urban Elite for the Rise of Industrial Capitalism?
There was a rural surplus in late imperial China. It just wasn't coordinated toward urban industrialization. So there's a lack of urban elite capable and willing to coordinate the concentration of this rural surface for capitalist enterprise. This urban elite is very important, so it is the lesser condition.
