The book uses imagery to explain the nature of kingdoms, kings and their bestial ways. The animal apocalypse is a helpful way for apocaly apocalyptic literature to communicate its framework for history. It's using animals because of what was familiar about the nature of certain animals. And so they use it to describe the nature of these people and their kingdoms.
