The Dark Matter Regime Is the Most Successful
The dark matter regime is more successful in terms of this larger scale structure that you were alluding to. The idea is the following, that if you imagine, we know, as we said about the cosmic migrave background, that the early universe was highly homogeneous. You can also see there the evidence for existence of dark matter. It's very hard to imagine that a single, all encompassing theory could explain the differentene possible, but it's, in my opinion, unlikely.
