Is Russia Trying to Launch a New Military Offensive?

An anonymous Biden official in a recent New York Times story said that Russian officials are conflicted about whether they want to launch a new big military offensive this winter. It seems like the Russian forces are pretty depleted, but there were also these hundreds of thousands of people who were supposedly drafted in recent months. And I'm curious, because I have not been following this as closely as you. Where are they? Are most of them in Ukraine? Are they still training in Russia? Has a certain percentage of them fled? Like, what has happened to that population?
