Is the 10 Year Return for the S&P 100 a Passive Decision or an Active Decision?

I believe that this is the year where foreign takes over in US lags. And I might be wrong about that, but it'll happen at some point if I'm wrong about it now. The folks that are passive with US only better be prepared than to be in a three, four year period where they're not actually getting what they think of as well as the other stuff.
