India was one of 35 countries that abstained from a vote to condemn russia for the invasion. The key export protecting puten nomy is energy, and a huge portion still goes to europe. Countries like germany, france and italy have pushed back against calls to cut off that supply immediately. Some experts think as this war escalates it'll get harder for countries to stay neutral.
