Watermills were not environmentally blameless, but they were far cleaner than the factories of the second industrial revolution. Once a cold, fast-moving river stopped being the power plant for your factory, well, there was no reason then to have a factory tucked up in the mountains where labor was both scarce and organized. The labor union movement in America was born in the early mill towns.
