You don't have to succeed in obstructing justice to be chargeable with a criminal offense. If he'd really obstructed justice, we might not even be at the point of having this report because he would have been successful in firing Mueller and maybe no one would have replaced him. So clearly that, you know, from that perspective, the stakes would have been higher. But on page 158 of volume two, Mueller sets out exactly what I was just talking about: The president's efforts were mostly unsuccessful but that is largely because the people who surrounded him declined to carry out his orders.
