The State Department Is Pushing Back Against the Russian Idea of Collective Rules

The State Department is pushing back. I'm told that we're working hard with our partners to modify any attempts to make rules that would really slow and politicize control of the Internet. It's not a conspiracy by the West, far from it. But this is the sort of thing that gets battled out often in obscure forms. And so my question for David Ignatius is: Are these steps actually improving our relationship with China? Is this opening channel for communication that might lead to a meeting between President Biden and President Xi? Well, we'll keep an eye on that story.
