Why People Don't Want to Test Their Hypotheses

In both your books and all of your research, I think you're advocating for more experimentalism in economics. And yet this still hasn't been adopted as widely as we would hope. There are plenty of companies and certainly plenty of governments and universities that don't do easy, cheap experimentation to test out their hypotheses. So like I can understand why people might be skeptical of different types of interventions, but why would they not want to test it?
