St. Louis Fed - Is Black Net Work Down?

The saint louis fed put out a report on the net work, and black net worf is actually down. So that would seem like some level of encouraging news. The latino network has increased a hundred and 12 cent, which is 36 thousand per family. But how do we come about this number to say, ok, spinding is up, wet network is down? That's very disturbing.
