Bit torent rewards people who offer up files for others to download by making their own download speeds faster. Some torrent sites penalize users who down load as piers, but they do not seed files after down loading. In fact, there's nothing about this methodology itself that is legal. The problem comes when people start using this method to distribute stuff that they don't have the authority to replicate and distribute.
