Harp's Effect on Hurricanes

One theory says cloudseeding is being used in conjunction with harp's electromagnetic waves to create or redirect massive hurricanes. The military could cause severe damage to a country with a single hurricane and make it look like a naturally occurring disaster. It would be just like the storm making operations the Air Force performed during the Vietnam War, but on a much bigger scale.
