The IRA and Biodynamics: A Global Approach to Combating Climate Change

The climate crisis is, of course, like the capitalist world system as a whole. It is a it's fundamentally global in scope. Does the IRA point toward any sort of more internationalist approach to fighting climate change? Or does it point towards a world system that will continue to relegate the third world to being pillaged for primary goods? In this case, in the green energy transition, goods like lithium and cobalt that are required for for things like batteries,. all while denying the global South, the tech and capital that they need to develop on green terms.
