i don't understand how one can conclude that it hasn't reduced the total number of attacks. In many cases you don't. But there has been some e refine of social science methodology in recent years that allow you to approximate something of a counter factual. i discuss those in sume detail in the book and describe which i think are useful or not. The second major finding, really, is that the sustained strike campaign against alcida corps in the federally administered tribal areas,. i do believe, was a success in the sense that it helped reduce the risk of alcide attacks in the us.
