The Textured Bureaucracy
There were supposed to be laws in Tamil Nadu which set limits on the conversion of agriculture to new residential development. But that was routinely basically flouted, says Ravi Agrawal. Because of economic liberalization, there's a premium on real estate development and building housing complexes for middle class and upper middle class residents. So it gives you a sense of the structural constraints which don't allow bureaucrats to effectively govern water. And so that puts more pressure on water, causes more scarcity.
