Does This Bill Cause Harm or Reduce Harm?

The environmental justice community hates c c s, tax credits, has for a long time, is really dug in in opposition to them. The idea or the worry, i think is that allowing them to attach carbon capture rather than close down, will just continue that harm to environmental justice communities. I think it's fair to say that thereis no other world where this bill exists without any one of these provisions.
