The solution found by later revolutionaries in france, russia, cuba and elsewhere, is not to trust people initially. In other words, don't allow them to elect freely assemblies that can then do the people's will. But cromwell's soldiers weren't prepared to do that to the people. They were too firmly in belief that in the last analysis, they had to have properly elected assemblies.
