Administrative roles do serve some functions. They appeal to various constituencies and interest groups on campus but it's far less than the student body at large or the faculty at large. The real drive forward is this is part of the marketing to draw students to a certain school where it fits their niche as opposed to one that doesn't have that amenity. Always use the example of campus recreation has been a big area of growth.
