Mountbatten had not been in the job of head of combined operations for long. He was called back urgently to take on this new job and give instructions. So he asked his staff at what was then a thinly staffed combined operations for a list of raiding targets. John Hughes-Hallett proposed a list of others, including some of those. There is some controversy as to why San Jose was one of them. It was certainly the most sort of daunting and well defended.
