The law is only as powerful as the punishment given if ignored. The big chinese companies who could say, tough were not going to do it. Their national security grounds are often cited as a reason for not allowing us inspectors to look at the work papers. Soand thus far, that's exactlyt what they've saidn It's not that the companies are themselves saying that, you know, they're not tumbing their nose.
