i think it is a reasonable consideration that the disfunction of the inner agency process in the last administration negatively impacted the roll out of these cases. If you have fissures between, say, the department of justice and the department of state over what should be done...you may not be able to sustain the fight as it were. So again, that that's obviously concerning, because it's imitra to the chinese that this behaviour works. And other nations looking at it,. i think, rightly or wrongly, will assume that they can by detaining americans in any sort of, even closely analogous circumstance"
