Can the Biden Administration Remove Section Two Three Two Tariffs?

The biden administration has not been active on trade really at all. There are so many tariffs that could be removed to just make things a lot easier for americans. The constitution gives congress exclusive and plenary authority over regulating commerce with foreign countries.
