The President's Power to Pardon
The pardon power constitutionally doesn't belong to the justice department, it belongs to the president. The president has the power to pardon whether somebody's been charged or not. If there's one thing you could do to make sure if the president for ever reason doesn't get the nomination and you want to make sure that he still stays with the team, the Republicans, you just say, Hey, listen, if Trump gets in, I pardon him. And then Trump will be the full force of his followers.
