The Constitutional Authority to Rake the Debt Ceiling
The clause explicitly says Congress has the power to pay the debts of the United States. But it also suggests that Congress has the authority to determine the debt levels and take necessary measures to fulfill its obligations. If this reading was correct, why is he the senile one, the first president to express that? He will keep it closed until somebody blinks because they're always the ones to blink in a second.
