Pandemic Vaccines, Not Testing

White House officials have acknowledged privately they've been caught off guard by the speed of this pandemic. They did not expect that so many boosted people could still come down and test positive because of omacrot. But i think they over to the overall point. The shift in both the focus, in both the terms of resources and rhetoric has been on the vaccines, not testing.
