Antigen Testing and the Bidin Pandemic Response

Two years into the pandemic, you write that perhaps the only major sustained point of criticism against the bidin pandemic response has been its mishandling of rapid antagen testing. Why do they seem so taken by surprise? I think they are feigning surprise. What's actually happening is there was no solution to these variants that was politically acceptable to the white house. The ironic thing here is that testing was once promoted as the neo a solution to the pandemic. But wouldn't a robust and large scale testing system, adequate to the size of the pandemic were facing, be good at insuring the smoother functioning of the capitalist economy?
