Why Did They Do It?
I think it was easy money. I think much of baltimore's problems similar to other american cities. They're just sort of on stairways. There really is this collateral damage about people wo have these horribly negative encounters, that minor encounters that escalate in the deadly forest. The things that are gists really not necessary andd in many ways, may cause more problems than they solve. And so we see a complete reversal right now in baltimore from that zero tolerance time period where our city of about 600 thousand people had a hundred ten thousand arrests in one year.
