In the late Roman era, it's a crucial moment of doctrinal formation. You can't define Christian orthodoxy until you've got an institutional authority structure to say what it is. In medieval England, there was something like 15,000 parishes. So that's 15,000 churches, 15,000 priests and the priests have to know what they're talking about. This is not a small infrastructure. The emergence of papal authority, new beliefs, purgatory and then the practical delivery,. well, purgatories and churches.
