The idea of an attack on pearl harbor first arose among japanese decision makers. The only power that could hamper them in any way was the united states pacific fleet. Pearl harbor is a perfect place to house ships because it is entirely landlocked, except for a narrow channel from the harbor to the pacific. And so in its most basic military terms, the need was to strike an enemy that could strike you.
