Is the Fourth Amendment a Law Enforcement Policy Thing?

There's been a sort of doctrinal erosion of transparency protections, how much of that has to do with evolutions and fourth amendment jurisprudence? And how much of it has to do. with law enforcement seeing that and using certain investigative techniques that skirt around that, rightly? Well, i guess i would say it's both. I don't think that these are particularly new evolutions in doctrine.
