This was, as far as we can tell, intended to be a test. And so internally, the sort of office politics broke down and the office systems broke down. So it reached a person who basically didn't realize, oh, this was supposed to be atest, and they sent out the alert as if it was real. The fact that it also took, what about forty minutes to correct it, i think it's also a big part of that.
