Jim Boulden is the author of an NSI Law and Policy paper entitled, The Arctic, Securing the High Ground. He retired two weeks ago after 37 years in the intelligence community. His interest peaked over a decade ago when Putin decided to plant a flag at the bottom of the Arctic Sea. "As that the polar ice cap shrinks, people are going to move in," he says.
