I do think that in some instances, governments are estimating the cost of a shut down. And i think about o platforms like insto graham, it isn't just russia. Instograms is a store front. In large parts of the world, it's an economic tool more than it is a social sharing tool. Same with face books, same with what so i think that it's quite possible that they simply weren't. They simply didn't have a good estimate of what the cost was going to be. But again, we have no way of finding out at this point in time.
