Prior to 20 ten, 20 11, this was almost state sanctioned. People started hearing the horse stories about all the health problems and behavior problems that they would start seeing. And so for these kind of like sub standard mills, to the point that these dogs are are going on opera because they've endured such a terrible conditions. It really was just bare survival, and really sometimes not even that.
