It's a while since i've been to kiev. I was there the last time russia invaded, and maybe that's got something to do with it. The other thing may account for relative phlegmatic attitudes is what their own government is saying. It may be that they don't believe what their western allies are telling them. Or it may be that putin might achieve quite a lot of what he wants simply by creating a war scare. If he creates this panic then ukrane becomes a non functional state.
