Philip's conversion is basically a denial of divine power. He doesn't know any better way to do it than say hey Can can you show me how to do this? Because I want to transmit this to other people as well and Peter of course goes off on him, but again in the context the fact that he believes and He repents when Peter rebukes him is really significant.
