What Happened to Bill Clinton in the Nineties?
Business was extremely interested in opening up china to the world. And this was a large component of what was pushing the kind of neo liberalism at the time. I've been unable to find any evidence that any one in the national security establishment, narrowly defined, thought that we should try to slow down chinese growth. There mayme have been a handful of voices who had that perspective, but my guess is they didn't get very far. One could make an argument that the administration that was most enthusiastic about engagement was the george w. Bush administration.
