The ICC's Jurisdiction Over War Crimes
There's this sort of debate, if you will, at least in sort of the broader public media discourse because most presidents have suggested that what is a Russia's actions in Ukraine rise to the level of genocide. So whenever that kind of allegation is made in the context of a war, I do not readily dismiss it. The point is, OK, these things tend to happen during war. Then if allegation is made, it needs to be thoroughly investigated.
