The Importance of Strategic Reasoning in Modern Europe

In a poor diocese, the Church would nominate bishops aligned with the king. The cost of ticking off the Pope or the Church wasn't worth it for a diocese that wasn't going to produce much money. In a wealthier diocese, it did pay to tick off the pope or the church. So the Church instead nominated bishops who were aligned with the secular ruler. They could basically overthrow the influence of the Church through Avignon papacy in 1309 and Martin Luther in 1517.
