I think that really Hitler's whole philosophy of governing was to divide and rule. He never let any of his minions of his closest followers establish too much power on their own. They all had to work towards Hitler. That was the phrase that was used. Of course, within his circle, there was a lot of rivalry. In fact, they all more or less hated each other. Goebbels, Goering, Speer, they all were jealous of each other."
