Mao had hoped that in bringing back Deng Xiaoping, he could be a kind of counterbalance to Jiang Cheng's zany antics. He underestimated the disdain with which both those two held each other. By the time of the Fourth National People's Congress Mao was stymied and put too much faith in Jiang Cheng. She turned out to be a weapon that lacked any kind of precision.
