Could an increasing focus on military values and the influence of military figures in top jobs be something that helped push the nation down the path towards war? i suppose one of the important things about japan this period is the shape of its constitution since 18 89. The armed forces do not report to ar civilian democrats. They don't report to a parliament, or the diet, as it's called. They report straight to the emperor. And so they've always had the direct ear of the emperor. So the military has always had influence in that way.
