The us. Is arguably using influence in violation of it to a certain degree, but i think that's only a technicality. It is russia who's directly violated the budp budaast memorandum by invading. The azov battalion not good people, in my opinion. I don't see what that has to do with the current conflict. There are certainly some despicable people there.
