Ancient warfare did tend to be extremely nasty but it is limited and both empires gain they gain economically through trade with each other. The Romans do station quite a lot of troops in their eastern empire though it's always hard to balance how far these troops are there. It's much easier to negotiate with a big power that's stable and that is more like you in many ways than a lot of the other smaller communities out there in Ayanae, Europe for instance or on your borders in North Africa.
