In 19 60, the supreme court looked yes at a factual situation in which the national press could not cover the civil rights revolution in the south. Justice brandon never quite brought himself to say, this is what the framers meant. Clarence tapish has his opinion and he states it, and he's not willing to trim it to get any votes. And he says a lot of things that the rest of the court doesn't really buy.
