The author notes that after Hillary Clinton lost the election, the Russian collusion story only got bigger because of Obama's CIA director and buddy John Brennan. The signing off of the IMF money to Ukraine after Biden got the prosecutor looking into his son's company fired had to be signed off by Obama, not Biden.
