Lebanon is becoming a training ground for wor in all kinds of international terrorists, and among them, iranian discidents loyal. The shah is aware that there's a lot of opposition to his rule by this this stage, but he is obsessed with the left. With growing political unrest, particularly from the left, in 19 77, the shaw changes tack and begins a new era of political liberalization. It was not a good response to the growing pressure against him.
