There were enough ships, there was enough shipbuilding prowess around these coastal ports. There must have been the level of logistical resources in place for the material to be delivered to where it needed to be. It's also probably considered exceptional because Normandy hasn't been assumed to have had this maritime knowledge. Roger Montgomery describes himself as a Northman, which is an interesting self-identification and we need to explore more what exactly that meant in the context of this existing maritime knowledge.
