The USED Balam Regime and the Collective Security System
Some have suggested that in the context of Ukraine, we should be mindful of the extent to which Western states may have undermined the USED Balam regime. The EU has been very strong in promoting the idea of international criminal justice and I'd tell them they're not undermining the U.S. But some countries within the Western hemisphere have thought that the purposes of protecting themselves have managed to create gaps. That is now benefiting a lot of people. Let us hope that this experience of Ukraine now teaches the world to return to that project of building international law in a fair way.
